Is this labor or not help asap?

If your water doesn't break, and you are feeling contractions, they may just be contractions... When you are going into labor, YOU WILL KNOW IT. and they aren't cramps. Contractions! they will be in your chest as well and all around your ribcage not just your lower belly. If this is not your first child then the contractions may not be as harsh. Congrats!
